In 1990, official development finance accounted for 56 percent of the total amount of financial flows, while in 1996 this percentage was 14 percent mainly due to the strong growth of private capital flows.

A breakdown of aggregate net resource flows by type of flow shows that ODA flows to Africa, accounting for the major part of external resource flows, declined from 14.2 billion in 1992 to 12.8 billion in 1996, while private flows increased from 3.1 billion in 1992 to 6.8 billion in 1996, with a high of 9.9 billion in 1995.

10. In West Asia, which had been a source of substantial financial transfers to the rest of the world in the 1970s, recent years have been a time of significant resources inflows.

Not only have net resources flows to Africa declined, but Africa s share in total flows to developing countries has also fallen, from 15.5 per cent in 1992 to 7.4 per cent in 1996.

Cash outflows from operating activities were offset by cash inflows from investing activities, amounting to 6,978,310 in 1996 1997 compared with 9,446,089 in 1994 1995.

The 2005 year results are significantly influenced by the inflow of the tsunami emergency funding, which is estimated to reach 450 million.

13. Resource flows are analysed in this section under two main concepts aggregate net resource flows and net resource transfers.6

New inflows of official loans and grants to developing countries in 1996 had not kept pace with outflows of interest and principal.
