In addition, the National Organizing Committee will arrange for availability of emergency hospitalisation.

Priorities should be defined by the national authority and donors' inputs should supplement Government funding, be driven by countries' requests and cover specific activities only in accordance with the plan.

UNHCR was in the best position to render assistance in complex humanitarian situations, and its expertise in designing and implementing contingency plans for large scale emergency situations could provide a blueprint for action.

This arrangement will be similar to that of the Emergency Economic Management Fund, which has been providing a funding modality through UNDP to the Government to manage and finance its emergency budget.

Questions were also raised with regard to the mechanism by which a host State would object to the application of the draft protocol to the delivery of emergency humanitarian assistance in cases of natural disasters.

This review would also explore the relationship between funding provided for emergencies and resources made available for development programming.
