69. The right to self determination was the right to maintain national independence, sovereignty and territorial integrity.

1. Indigenous peoples have the right to determine and develop priorities and strategies for the development or use of their lands or territories and other resources.

For Territories that did not choose independence, however, the United States also supported the right of people in those Territories to a full measure of self government, including the rights to integration and free association.

Religious leaders should not oppose women's right to own land and avail themselves of other rights embodied in the Convention.

50. The concentration of extensive legal, political and economic power in the State has contributed to the problem of development and indigenous peoples apos rights to lands, territories and resources.

Canada accepted a right of self determination for indigenous peoples which respected the political, constitutional and territorial integrity of democratic States and which was implemented through negotiations between States and indigenous peoples.

The mandate of the permanent forum should be sufficiently broad and cover all areas which concern the indigenous peoples of the world, including cultural, civil, political, social and economic rights, health, women, children, development, education, the environment, territories, human rights, the resolution of conflicts and the coordination of activities with the United Nations agencies in which the indigenous peoples are involved.

The sovereign rights of the inhabitants of the Non Self Governing Territories could not be given second class treatment.

4. Uphold the right of British Citizenship, for those Overseas Territories who request it.

Article 1 common to the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights affirms the right of all peoples to self determination, and lays upon States parties, including those having responsibility for the administration of Non Self Governing and Trust Territories, the obligation to promote the realization of that right and respect it, in conformity with the provisions of the Charter.

That indigenous societies are in a state of rapid deterioration and change is due to the denial of the rights of indigenous peoples to lands, territories and resources.

Respect for the sovereignty and territorial integrity of each State

The choice of destination shall be up to the individual or family, consistent with article 12 of the International Covenant on Civil and Political Rights providing for free choice of place of residence to all persons lawfully within a State apos s territory.

Projects will be approved in relevant areas including, in particular, those relating to the promotion, protection and implementation of human and indigenous rights.

E. The right to property, inheritance and access to land

Recognizing the urgent need to respect and promote the inherent rights of indigenous peoples which derive from their political, economic and social structures and from their cultures, spiritual traditions, histories and philosophies, especially their rights to their lands, territories and resources,

Reaffirming the right of everyone lawfully within the territory of a State to liberty of movement and freedom to choose his or her residence and the prohibition of arbitrary deprivation of the right to enter one apos s own country as set out in article 12 of the International Covenant on Civil and Political Rights and article 13 of the Universal Declaration of Human Rights,

Emphasize the legitimacy of peoples' right to the struggle against foreign occupation for the liberation of their land and the right to self determination and independence in accordance with principles of international law and the UN charter.

(c) Human rights activists and indigenous leaders

As previously noted, ICCPR applies to extraterritorial acts of States parties within occupied territory.

Nor could the right to self determination be invoked to justify territorial expansion, through terrorism and violence.

She also stressed that indigenous peoples had a very close relationship with their lands, territories and resources, and that this should always be kept in mind when discussing indigenous land rights.

While nations had a sovereign right to regulate the entry of aliens into their territory, they must not violate the rights of migrants.

The recognition of indigenous peoples as distinct peoples and the respect for their individual and collective human rights, rights to lands and territories and sustainable use of natural resources are crucial for achieving a just and sustainable solution to the widespread poverty in their midst.
