The national development plan for the period 1995 2000 identified, as a priority, the need to address indigenous peoples historical claims in the areas of justice, land ownership and other political and social rights.

70. In the sections dealing with the failure to acknowledge claims and the discriminatory policies that persist with regard to indigenous land issues, there was brief mention of the difficulties that indigenous peoples face with respect to judicial mechanisms by which they can secure their rights.

48. There have also been complaints about land claim mechanisms in other countries.

The recognition of the Palestinians' fundamental rights, including their right to development, and implementation of the relevant Geneva conventions in support of civilians in territories under occupation should be the immediate demand of the international community to the occupying entity.

What was needed was a solution to an international problem in recent years, many territories had exercised the right of self determination.
