Political leaders are, of course, to blame for filing away these and other European ideas in the archives. But the blame must also be shared with the entire European political class, civil society institutions, and the media.

These are the questions that a new generation of European politicians must answer.

The Bush administration distinguished itself by driving a wedge between old Europe and new Europe. It is to be hoped that the Obama administration will adopt the opposite course.

In other words, it is not true that the European Union does not constitute a political union. European economic integration in all its aspects reflects the desire to integrate Europe politically, which, at least in my view, implies that European economic and monetary integration is irreversible.

CAMBRIDGE The crisis in the eurozone is the result of France s persistent pursuit of the European project, the goal of political unification that began after World War II when two leading French politicians, Jean Monnet and Robert Schuman, proposed the creation of a United States of Europe.

France must now insist on addressing the question of the use of force as a pre condition to any negotiations on Europe s political integration. By showing Europe that it is following its actions from above, the US will once again force Europeans to awaken from their political torpor and strategic mediocrity.

And then there has been the creation of something akin to a political fifth column across Europe. The continent's Euroskeptic political parties, on both the left and the right, are holding up Putin's authoritarian nationalism as a model for the type of illiberal regime they would seek to establish should the EU dissolve.

It therefore remained a political priority for the European Union, which had allocated 384 million (US 340 million) for such activities since 2003.

But Europe still has a long way to go, which is apparent from the fact that only a minority of European citizens followed the campaign. A supra national political space can develop only if European politics gains visibility, influence, and credibility.

Moreover, the Europe wide political families of Christian Democrats, Social Democrats, and so on could be allies on some policies and opponents on others, transcending national or regional borders, and moving toward pan European politics, with the European Parliament increasing its democratic debate and oversight functions.

They worry that politicians and journalists who oppose their strategies for closer political and economic union could yet tip the balance of public opinion against the EU. Euroskeptic politicians elected to the European Parliament are often treated with the disdain that true believers reserve for the infidel.

The reality is that a European political union is unlikely to be established anytime soon. And without true political unification, efforts to pursue the rest of the presidents plan, including the transfer of fiscal competencies to the European level, would carry serious risks.

Less than a federation, more than a confederation, it lacks any center of gravity, any fixed frontiers. When an American, Chinese, or Russian leader wants to speak to Europe, whom does he call?

That is why Europe s leaders should take advantage of the coming political cycle to correct Europe s institutional design and strengthen its democratic legitimacy, thereby enabling them to respond to Euro skepticism and ad hoc bilateral deals with more integration. If Europeans are to overcome their fear of giving up sovereignty in order to achieve political union, a civic sense of attachment to Europe and its institutions must be regained and nurtured.

Given the improbability of such an outcome, Europeans must brace themselves for another bout of political and legal turmoil. The Europe that emerges from it could look, for better or worse, very different from the Europe of today.

And the consequences that this is having is that it's affecting the political climate across Europe.

Europeans also need a greater say over the EU s direction and the right to change course. They need a European Spring of economic and political renewal.

So we are left with a combination of the first three options, also known as policies to restore European growth a phrase that appears in every international communiqué. But the communiqués never get more specific.

When I consider the European economy, the ECB s failure to provide more monetary support for economic growth appears to be directly analogous to Europe s disastrous monetary policies in the 1930 s. The political consequences could be similarly devastating.

Furthermore, and contrary to common belief, the ECB president need not be very diplomatic, but should be able to unite all members of the ECB s Governing Council. As political pressure on central banks, including the ECB, increases, its president must not hesitate to criticize European politicians and, if necessary, publicly name and shame them.

Beyond political and fiscal unification and short term growth policies, Europeans urgently need structural reforms aimed at restoring Europe s competitiveness. Each of these pillars is needed if Europe is to overcome its existential crisis.

It is that commitment that made it possible to develop political and economic cooperation with the European Union.

Finally, political union means transferring the prerogatives of national legislatures to the European Parliament, which would then decide how to structure Europe s fiscal, banking, and monetary union. Those responsible for the EU s day to day operations, including the Board of the European Central Bank, would be accountable to the Parliament, which could dismiss them for failing to carry out their mandates.

MADRID Economics, particularly economic theories, always yield in the end to political imperatives. That is why Europe s fast changing political landscape, reshaped by electoral insurrections in France and Greece against German backed fiscal austerity, is bound to affect Europe s economic policies as well.

More fundamentally, economic integration could have been accompanied by the expansion of a European political space. Compensating for reduced national autonomy by creating room for democratic action at the European level really would have been a victory for democracy.

A new social contract will not appear out of thin air. Now is the time for the new European Commission to propose and the new European Council and European Parliament to endorse a political pact to legitimize and sustain the reforms needed to solve Europe s economic problems.

With nothing set in concrete, Europe's constitutional process continue to rely not on any transcendent document, but on balancing political relations and calculations so that the whole thing does not fall apart. This process will probably carry the cost of prolonging the emergence of a single European political loyalty (if one ever does emerge).

The EU is keen to restore or establish human rights, stability, and prosperity. Outside Europe, the ESDP acts to enhance governance rather than promote regime change, and the EU has often assisted governments efforts to improve security conditions.

We know far more about Europe s football than we do about Europe s politics. The beautiful game brings people together more effectively and reliably than the European Parliament is able to do.

Monnet and Schuman argued that a political union similar to America s would prevent the types of conflict that had caused three major European wars an appealing idea, but one that overlooked America s horrific Civil War. A European political union could also make Europe a power comparable to the United States, and thereby give France, with its sophisticated foreign service, an important role in European and world affairs.

But politics in Europe is national, and what one national parliament regards as the only possible solution another national parliament regards as entirely unacceptable. Europe has not yet found a response to this problem, and it is not on the way to finding one.

Furthermore, in order to ensure that Africa's wealth benefits its people, the European Union will continue to support, both politically and financially, African States that tackle corruption.

Next year will be crucial, for it will mark the end of the current political cycle and the beginning of a new one. There will be a new German government, European Parliament elections, and, at the end of the year, a new European Commission.

Concerning external demand, intra European help in the form of reflationary policies in stronger economies is unlikely to prove sufficient, owing primarily to the fiscal and political conditions prevailing in Germany. Implementing a Marshall Plan type initiative by mobilizing EU budget resources and additional lending by the European Investment Bank to finance investments in weaker countries could be an alternative, but it lacks political support.

PRINCETON In constructing Europe s monetary union, political leaders did not think through all of the implications, which led to major design flaws. Worse, they do not appear to have learned from that experience, for they are about to take the same approach to the monetary union s political analogue.
