Negotiations between the Government of Lebanon and the European Union to implement the Euro Mediterranean partnership, proclaimed in Barcelona in 1995, have continued during the review period.

2. Of major significance to the region has been the Euro Mediterranean partnership, which was and continues to be a significant step in bringing together European and Mediterranean countries to comprehensively address the issues that still beleaguer the region.

For that reason, we fully subscribe to the Africa Action Plan, and will continue to play an active role within the Africa Partnership Forum, in close cooperation with our African partners and the New Partnership for Africa's Development (NEPAD).

In that context, Malta has offered its facilities to host such a Euro Mediterranean parliamentary partnership in the belief that Malta s geo strategic position could serve as a meeting place for the active involvement of parliaments in that partnership process, which would assist in bringing discussions closer to the Mediterranean peoples themselves.

In cooperation with a number of partners and with financial support from the European Union, FAO has designed an Integrated Coastal Analysis and Monitoring System (ICAMS).

Moreover, it would act as the interface between the United Nations and the European Union, with the aim of strengthening the growing range of European Union United Nations partnerships.

The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. This put human rights funding into the National Indicative Program (NIP), which encompasses 17 countries ten in the south and seven in Eastern Europe.

Members of the Collaborative Partnership on Forests have also found the Partnership to be a functional means of efficient cooperation.

We have developed genuine partnerships with the Union and the alliance.

(h) Seeking to expand UNICEF partnerships with European institutions, as part of a combined United Nations approach.

That holds true also for our Central European partners.

The European Commission has also established partnerships for work in the north western zone and negotiations are under way for a partnership with UNICEF for urban water and sanitation programmes.

Strengthening cooperation in the context of NEPAD is therefore imperative.

Africa's partners have also enhanced their support for NEPAD following a number of important steps taken by the United Nations, the European Union and the Group of Eight (G 8), as well as within the context of South South cooperation.
