Appreciates the contributions and efforts made by the various fora such as the G 7, APEC, ASEAN, the G 15, the G 20 as well as the international financial and regulatory bodies such as the IMF, World Bank, the Bank of International Settlements (BIS) and the International Organization of Securities Commissions (IOSCO) to strengthen the international financial architecture.

Agreements had been reached with a number of countries to avoid double taxing, and Paraguay had helped to found the Multilateral Investment Guarantee Agency of the World Bank Group.

Besides the obligations derived from the Non Proliferation Treaty (NPT) and the incorporation into its national legislation of the guidelines adopted in the context of the Nuclear Suppliers Group (NSG), of which it is a member, Brazil has developed national legislation for the control of every nuclear activity, which defines specific penalties for activities not authorized by the Government in this field.
