In order to maintain the dignity of lawyers and prevent several courts from finding excuses to purposely make difficulties for lawyers, the Supreme Law promulgated the Rules on Security Checks by Judicial Policemen of the People s Courts in 2014, establishing the principles that lawyers do not need to conduct personal security check in court.

Whenever a local court is seized with the conduct of a civil or criminal matter in which a party wishes to be represented by a lawyer, that matter is immediately transferred to the subordinate courts for trial because lawyers have no right of audience in the local courts.

In extreme cases, the President of the District Court could deny access to lawyers for up to 21 days.

The UNMISET civilian advisers have continued to perform line functions as judges, public defenders, prosecutors and court administrators at both the Court of Appeal and district courts.

The Supreme Court subsequently declared the author's lawyer's six month suspension null and void.

The State Security Court reportedly appoints lawyers for defendants who fail to secure legal representation on their own.

In this context, he submits that, prior to the preliminary inquiry, he was assigned a lawyer who, however, did not even attend the hearing.

Counsel submits that, as a result, the Court was not made aware of a possible motive for an attack on the author by the deceased.
