95. Assistance to demobilized military forces.

Defence Ministry forces number 65,000 and include troops from the regular Iraqi army which now includes both the Intervention Force and the National Guard and the air force, navy and special operations.

10. As can be seen from the table above, the deployment of military contingents is only at the level of 62 per cent.

The provision for the deployment travel of military contingent personnel, daily allowance, rations and freight cost for deployment of contingent owned equipment is based on the phased deployment of 4,625 troops, including 181 staff officers, by October 2005, within a total authorized strength of 9,250 troops.

The reduced requirements are attributable to the reduction in troop strength and subsequent repatriation of all military contingents by December 2005.

The report of the Secretary General describes the progress achieved in the deployment of the United Nations Stabilization Mission in Haiti and the activities of its various contingents, including those of the nine Latin American countries that contributed officials, military troops, civil police and formed police units.

The Special Committee recommends that, where feasible and appropriate, a force level military police unit in a mission area should be from a troop contributing country different from other military contingents in the same mission area.

In some instances, OIOS found that staff officers at force headquarters and officers at the contingent level lacked the proper qualifications for civil military coordination because the Department's mission force headquarters job descriptions for civil military coordination, troop contributing country guidelines or the relevant generic memorandums of understanding did not require prior experience in civil military coordination.

5. Upon inquiry, the Advisory Committee was informed that memoranda of understanding have not yet been concluded with the troop contributing Governments in respect of the military contingent personnel (engineering and demining units) already deployed in early August 1998.
