Deployment of contingents

The Special Committee recommends that the Secretary General issue the standards set out in his bulletin of 2003 in a manner convenient to troop contributing countries, in the languages of contingent members of peacekeeping missions as well as in the official languages of the United Nations, with translations of the standards to be provided by troop contributing countries and the United Nations arranging publication at mission cost as agreed with the troop contributing countries.

The new contingent owned equipment arrangements have also been partially introduced in six other missions UNDOF, UNFICYP, MINURSO, UNPF, UNAVEM III and UNAMIR.

The troop contributing country is entitled to reimbursement for providing this support. Dry lease refers to a contingent owned equipment reimbursement system whereby the troop contributing country provides equipment to a peacekeeping mission and the United Nations assumes responsibility for maintaining it.

Hence, the necessity to dispatch a United Nations peacekeeping force (the United Nations Peacekeeping Force in Cyprus) to the island in early 1964.

(iii) The universal observance of human rights

The estimate provides for payment to the host country and to troop contributing Governments for the costs of contingent owned equipment furnished to their contingents at the request of the United Nations based on an annual depreciation rate of 10 per cent.

Troop contributing countries have been requested to ensure that their demining contingents comply with these standards.

New agreements with troop contributing countries and United Nations partners will be developed.

On the basis of the discussions with Special Court officials, the following options were considered the provision of (a) a United Nations company size military unit or a United Nations formed police unit either a stand alone unit or a contingent provided by UNMIL (b) a contingent provided by ECOWAS and (c) security support by an international private security company.

Provision is made for reimbursement to troop contributing Governments of the cost of contingent owned equipment which is furnished to their contingents at the request of the United Nations and is prorated for the amount of time the equipment is in the mission area ( 1,229,900).

In the case of UNTAES and UNPREDEP there was no evidence that savings were realized for either the troop contributing countries or the United Nations.
