Revamping Europe s Tattered Social Contract

Social cohesion and social contracts were seen as coming under serious threat.

A new fiscal covenant, aimed at promoting economic and social equity in the process of development, was the principal topic of discussion by ECLAC.

A new social contract will not appear out of thin air. Now is the time for the new European Commission to propose and the new European Council and European Parliament to endorse a political pact to legitimize and sustain the reforms needed to solve Europe s economic problems.

Every country has its own version of a social contract that defines the rights and responsibilities of citizens, the role of the state, and the idea of inclusiveness. The most successful public policies and fiscal choices are those that are not only guided by the enduring values embedded in the social contract, but that are also adapted to changing demographic, technological, and global circumstances.

During the year there were impressive examples of country network activity. For example, the Global Compact Egypt network held a series of seminars on implementation, while the Global Compact Society India helped convene a two day Global Compact Regional Conclave in South Asia in Jamshedpur, which drew more than 200 participants and focused on the issue of business and poverty.

What was needed was a new social contract, making man, the environment and the economy inseparable.
