(a) A Secretary to the Board, and a Deputy Secretary or other officer empowered to act in the absence of the Secretary, shall be appointed by the Secretary General on the recommendation of the Board.

4. The Secretary General shall provide the Tribunal with an Executive Secretary and such other staff as may be considered necessary.

2.1 The Ombudsman shall be appointed by the Secretary General at Headquarters at the Assistant Secretary General level, after consultation with the staff.

The secretariat of the Committee and of such subsidiary bodies as may be established by the Committee (hereinafter referred to as the secretariat ) shall be provided by the Secretary General.

The Board recommends that the Administration prepare a consolidated performance report on peacekeeping operations, an analysis of civilian support provided to military operations, regional and inter agency coordination efforts, Headquarters support functions and strategic imperatives.

The Special Assistant to the Executive Secretary and the Secretary of the Commission are accountable to the Executive Secretary.

Accordingly, in the framework components already reviewed by the General Assembly, the present report reflects only additional or revised indicators of achievement and outputs.

Upon appointment, each staff member, including a staff member on secondment from government service, shall receive a letter of appointment in accordance with the provisions of annex II to the present Regulations and signed by the Secretary General or by an official in the name of the Secretary General.

2. The Provisional Technical Secretariat will be composed of an Executive Secretary who shall be its head and chief executive officer, and such other staff as may be required.

The Mission is headed by the Special Representative of the Secretary General at the Under Secretary General level assisted by a Principal Deputy Special Representative of the Secretary General and a Deputy Special Representative of the Secretary General (Resident Coordinator Humanitarian Coordinator) at the Assistant Secretary General level.

It is also important to stress here the loyalty owed to the Secretary General by those who work for him.

The members appointed by the Secretary General may be removed by him or her.

5.1 The Office of the Executive Secretary is headed by the Executive Secretary, who is assisted by the Special Assistant to the Executive Secretary and the Secretary of the Commission.

These staff shall form a part of the Secretariat.

Every year the Secretary General sends out invitations to Member States to submit nominations.

(c) The selection and appointment of staff in the secretariat.

The services of the General Secretariat shall be staffed by officials who may come either from the personnel already serving with the Agency or from personnel made available by member States, or from other personnel recruited by the Agency at the request of the Secretary General.

5.1 The secretariat of the Fifth Committee of the General Assembly and of the Committee for Programme and Coordination is headed by a Secretary who is accountable to the Under Secretary General for Management.

In spite of a general increase in all categories, the two most senior grades of the Secretariat (Under Secretary General and Assistant Secretary General) have a low female representation (23.7 per cent of 59 staff).
