The rules and procedures adopted by CTN include the participation of the Tripartite Committee, supporting the administrative secretariat and providing technical assistance to the different entities of FTAA (CTN, negotiating groups, committees and consultative groups).

We look forward to speedy and productive negotiations on the Council's mandate, size, membership and working procedures.

We are also seeing a resurgence of the sterile debate about process, rather than negotiations on substance.

Special priority should be given to facilitating and accelerating negotiations with acceding landlocked developing counties through simplified and streamlined accession procedures.
