3.2. Budget process

All resource requirements should be processed through established budgetary procedures.

113. The social security funds for the unemployed are raised by dues paid by employers who are outside the scope of the State budget, as well as by the State budget itself.

The Agency was also unable to make significant progress towards replenishing its working capital, which represented the difference between assets and liabilities in the regular budget.

Results based budgeting is thus a results driven budgeting process in which programme formulation and resource justification involve a set of predefined objectives, expected outcomes, performance indicators and outputs that constitute a logical framework .

Previously, the initial budget for the biennium was only revised for costing adjustments in line with the biennial character of the budget process.

The 2006 2007 budget process has improved budgeting transparency by further refining the results based approach adopted by the Agency in 2002, and by providing donors and host authorities the opportunity to discuss the process (November 2004 and March and May 2005).

The preparation of the budget provided an opportunity to realign resources with programme needs, which was part of the normal budgetary process.

The process of projecting is much more volatile than is the case with regular budget cash.

The Regulations specify the procedure for health care financing, the way in which money is received and used by the mandatory health insurance system and by other aspects of health care, as well as the extent to which medical services are financed from the basic national budget, the special budget and the resources of those who receive the services.
