190. In connection with the last sentence of paragraph 32, the suggestion was made that some co owners of the project company might be concerned about the risks arising from the involvement of the company in other projects awarded to it in a separate selection process.

4. The present report has three objectives.

Enabling activity projects provide financing for preparation of a plan, strategy, program, or report to fulfill reporting commitments under one of the conventions.

Such loans may require the provision of some collateral by the project company, such as a mortgage of real estate provided to the project company for the development of the project.

In order to avoid a subsidiary liability for payment of the project company s debts, the project sponsors will normally prefer to establish the project company as a limited liability company, such as a joint stock company.
