Budgetary control and education programme management will be considered in the 1999 plan.

The Economic and Social Commission for Western Asia foresees organizing a regional meeting to consider national review and appraisal reports.

It is expected that the report will be considered during the May 2005 resumed session of the Fifth Committee of the General Assembly.

The Board is expected to consider these proposals at its next meeting in the fourth quarter of 2005.

(ii) The global conference review process (combining the contexts of follow up to conference activities and the various reviews scheduled)

A draft of the user's guide is expected to be reviewed by the Expert Group at its next meeting in early 2007.

The trial, however, was expected to begin at the end of January 1997.

It was further agreed that should the Board s work in auditing transactions which occurred in the accounts of the first year reveal situations that should be brought to the attention of Member States, the Board would report those to the Advisory Committee, which, if it thought necessary, would bring them to the attention of the Assembly.

It is expected that this plan will be completed in early 2005 and submitted to the Prime Minister for consideration.

The biennial budget of WFP for the period 1998 1999 will be presented for consideration at the annual session of its Executive Board in October 1997.

It is expected that the regional commissions will elaborate concrete plans for conducting the review and appraisal exercises.

The Advisory Committee on Administrative and Budgetary Questions would continue to consider the medium term plan in accordance with its terms of reference.

The Board considered the findings and recommendations of the Board of Auditors, and its observations thereon are set out below.

The Office proposes to include those audits in the comprehensive management audit and to utilize the foreseen resources in the support account budget towards the resource requirements for the comprehensive management audit of the Department of Peacekeeping Operations.

8. Further consultations between the United Nations and the World Bank are planned and it is expected that a joint review will be finalized in time for the report to be submitted to the Council at its substantive session in 1998.

At its reconvened forty eighth session, the Commission is expected to review and approve the final budget for the biennium 2004 2005 and the initial budget for the biennium 2006 2007 for the Fund.

General Conference decision GC.6 Dec.18 requests the Director General to invite proposals from Member States for the appointment of an External Auditor and to submit such proposals to the Programme and Budget Committee for consideration.

(b) Conference services, administration and oversight (regular budget extrabudgetary) produce up to 400 audit reports for programme managers during the biennium review compliance by departments and offices with audit recommendations.

It is expected that the outcome of the deliberations on the programme budget at SBI 22, as well as other deliberations at the twenty second and twenty third sessions of the subsidiary bodies, will influence the requirements from the Trust Fund for Supplementary Activities in 2006 2007.

It is expected that draft chapters will be reviewed by the Editorial Board in September 2005.

It is expected that the audit certificates will cover a larger number of sub projects than before.

The Working Party on the Medium Term Plan and Programme Budget will consider each year an in depth study on a technical cooperation programme.

The General Assembly is expected to take up the ICT strategy at its sixtieth session.

The sole purpose of that session will be consideration of the declaration that is expected to be adopted by the Congress.

The second plan would undergo the same procedure as the first.

The revised budget proposals are presented for consideration and approval by the Commission.

29. The effect of the new currency adjustment policy formulated under the harmonized budget format will be reviewed by the Board in its future audits.

These additional requirements would be considered by the General Assembly in the context of its review of the proposed programme budget for 2006 2007.

Trials are expected to begin in 2006.

The case is currently under deliberation, with the judgement expected in the fall of 2005.

29.19 The subprogramme is expected to achieve its objectives and expected accomplishments on the assumption that (a) there is a collaborative effort of the audited departments and offices in implementing the audit recommendations and (b) information technology is in place throughout the Organization to support the implementation of audit recommendations.

The Open ended Working Group will be expected to consider this issue and make recommendations as appropriate to the sSeventeenth Meeting of the Parties.

The Board will monitor actual budgetary performance based on the principle.

An agreement in principle to biennialize UNHCR's programme budget will receive further consideration in the year ahead.

ACABQ recommended that the budget estimates for the biennium 1996 1997 should be considered on the basis of expenditure estimates.

At the next meeting of the Working Party in May June, the official fascicle of the UNCTAD section of the proposed programme budget would be made available to the Working Party for its consideration, and the outcome of the Working Party's deliberations would be brought directly to the attention of the central reviewing bodies, namely ACABQ and the General Assembly.

In the first quarter of 2006, member States are expected to volunteer to be audited and it is anticipated that there could be 20 to 30 audits during the 2006 2007 biennium.

(ii) Annual audit plan, budget and staffing

The financial highlights, the audited financial statements and the Report of the Board of Auditors, along with the associated report of the Advisory Committee on Administrative and Budgetary Questions, will be submitted to the General Assembly at its sixtieth session.

The Working Group on Speeding up Trials is due to publish its final report shortly, and I anticipate concrete proposals that will have a positive impact on accelerating pre trial and trial proceedings.

9.32 During 2006 2007, it is expected that the Committee will be required to consider up to 20 communications from an estimated total of at least 500.

Audit of budgetary control

While one aircraft was significantly underutilized, the other was utilized more than expected.

UNFPA has drafted an internal audit charter for consideration by management and expects it to be finalized by 30 June 2005.
