The Territory also receives some funds from the United Nations Development Programme (UNDP) in implementing its country cooperation framework.

Obviously, it would be desirable that the visiting missions or special missions could take place in the framework of a plan for the decolonization of specific Territories agreed to with the administering Power and the representatives of the Territories on a case by case basis.

The programmes for the indigenous population include 1) the Strategic Programme for Self Employment and Employment for the Indigenous Population 2003 and 2) the Programme for Day Labourers in Agriculture.

In accordance with the plan, Territories would have to seek clearance from the British Government for official borrowing above a certain threshold, which would be set following consultation with them.

A territory wide plan was developed, and individual plans for the traditional territories of some of the signatory First Nations are being implemented.

28. United Nations assistance to Montserrat is provided mainly through UNDP, which maintains programmes of technical cooperation with five Non Self Governing Territories of the Caribbean, including Montserrat.

Pakistan welcomed the intention of the Special Committee to develop accelerated action plans for the decolonization of certain Territories.

The principle of self determination should be applied to Non Self Governing Territories in accordance with the plan of action and the resolutions of the General Assembly and the Charter of the United Nations.

62. With regard to the question of lands, the identification of surplus federal lands was the first step in a programme aimed at transferring land ownership to the population of Guam, a programme which would be carried out in accordance with the laws and regulations of the United States of America.
