The Committee expressed its appreciation to the Niger for the payment of the second instalment under its multi year payment plan in 2005.

During the period from 1 May 1997 to 30 April 1998, 32 disbursements were made (as compared with 24 in the previous reporting period), totalling 59,772 the amounts disbursed over the two year period from 1 May 1996 to 30 April 1998 totalled 86,804.

The balance of 2.9 million is set aside to cover unforeseen security related costs during the remainder of 2005.

Nonetheless, on 30 April 2005, 18 Member States had paid all their due and payable assessments for the regular budget, the tribunals and peacekeeping operations in full, not counting the assessments issued on 27 April, that were still within the 30 day due period.

Emergency disbursements represented more than 80 per cent of the total over the period.

Consequently, these financial adjustments resulted in the initial disbursement against the commitment authority being effected in March 2005.

The compulsory short term payments cover

During the period from 1 July 2004 to 31 January 2005, 70 per cent of those obligations were disbursed, and the remaining obligations of 6.3 million will be disbursed by 30 June 2005.

Savings on prior period obligations

UNDP has made an accounting accrual of 27 million for the year ended 31 December 2004. This amount is over and above disbursements by UNDP for after service health insurance, which are included as part of biennial support budget expenditure.

19. In future offers of discount for prompt payment, it should be agreed with the contractor that if a delay in payment arises from incorrect invoicing by the contractors, the date the dispute is resolved shall be considered as the date for earning discount.

Although this review has not yet been completed, OIOS determined that, as of the date of the present report, approximately 13 per cent of the total overpayments have been recovered, representing 81 per cent of the overpayments to civilian personnel but only 2.5 per cent of overpayments to military personnel.

Cash balances available in the early months of 2005 have been sufficient to cover the Court's related commitments, and initial disbursement against the commitment authority mentioned in paragraph 16 above was necessary only in March 2005 a first disbursement ( 1.5 million) was made in March and a second one ( 2.5 million) in April 2005.

Payments credits from the Republic of Moldova during the period from 2001 to 2004 ( 2,293,059) fell somewhat short of payments foreseen in its schedule for the same period ( 2,300,000).
