For 2004, a United Nation Regular Budget allotment advice was received for an amount of 27,749,500, covering staff and other management and administration costs, including the posts of the High Commissioner and the Deputy High Commissioner.

23.28 Executive direction and management consists of the Office of the United Nations High Commissioner for Human Rights at Geneva and the New York office.

Under the system, junior personnel, selected on the basis of ethnic or political affiliation, were appointed to senior positions of authority over high ranking civil servants, and this created tensions in the Civil Service.

During 2004, the Office of the High Commissioner for Human Rights undertook an extensive consultation process which was compiled and issued as a report of High Commissioner.
