The review was undertaken both in the Committee on Rules and Judicial Practice and in the plenary.

Pursuant to a decision by the Commission at its twenty first session, in 1988, the Secretariat established a system for collecting and disseminating information on court decisions and arbitral awards relating to normative texts emanating from the work of the Commission (CLOUT).

The other relevant law is the Election Commission Order 2002.

These were the Citizenship (Nationality) Code, the Law on the Special Provisions for Naturalization, the Law on the Identification of Persons and Regulation of Aliens (Foreigners) in Côte d'Ivoire, the Law on the Independent Electoral Commission (CEI), the Law on the Financing of Political Parties, and the Law on the National Human Rights Commission.

Since the twenty second session of the Commission, it has become customary to hold, in conjunction with the Commission's sessions, informal meetings of national correspondents to consider the functioning of the CLOUT system.

The CLOUT system relies on national correspondents designated by States that have become parties to an UNCITRAL convention or that have enacted legislation based on an UNCITRAL model law.

Following the report of the Subcommission, the Commission decided to seek a legal opinion from the Legal Counsel on a matter of a general nature concerning the application of the rules of procedure of the Commission and the relevant provisions of the United Nations Convention on the Law of the Sea. In 2002 a new amendment to the Planning and Building Law, 5725 1965 ( Planning and Building Law, added a mandatory representative of women's organizations to the National Council for Planning and Building.

The Commission might wish to encourage States that have not yet done so to revise or enact domestic laws and regulations in line with the 1988 Convention.

(f) Legal Committee (Sixth Committee).

In December 2004, the Commission was ready to present proposed concession legislation to be taken to the Governor and the legislature, and the Commission members were expected to end the period for public comment and vote on the legislation at its meeting of 28 December 2004.

With the consent of the members of the Committee and in keeping with standard procedures, he proposed that the Committee give him the floor.

The observer reported on the adoption in 2003 of a federal law for the prevention and elimination of discrimination, which also provided for the creation of a National Council to Prevent Discrimination (CONAPRED).

The Committee found that the State party was not in compliance with the Charter as, although legislation prohibited child labour, the legislation was not effectively enforced.

The rules of procedure of both the Committee on the Elimination of Racial Discrimination and the Committee against Torture establish that the State party concerned shall be invited to inform the Committee of the action taken in conformity with the Committee's views.

The Committee invites the State party to adopt legislation to fully implement the provisions of article 4 of the Convention.

The council relied not only upon the Industrial Relations Act, which determined the powers of the council, but also on articles 17 and 31 MAL. The council found that its power to order interim measures were wider than those set out in article 17 MAL.

It had also been suggested that issues arising from online dispute resolution and the possible revision of the UNCITRAL Arbitration Rules might need consideration.

Furthermore, while the Technical Options Committee had been aware of the specific requirements of the legislative process in the United States, it had not been aware of how lengthy that process was.

A review of the scale methodology was indeed indispensable the Fifth Committee must send a clear mandate to the Committee on Contributions, which in turn should provide concrete proposals to guide the Fifth Committee's deliberations.

The Committee recommends that the State party

The State party thus argues that the Committee would short circuit the domestic process if it required Québec at the present time to satisfy the Committee as to the appropriateness of section 58 of the Charter of the French Language before it had had the opportunity to do so in the domestic courts.
