(b) cobalt crusts means hydroxide oxide deposits of cobalt rich iron manganese (ferromanganese) crust formed from direct precipitation of minerals from seawater onto hard substrates containing minor but significant concentrations of cobalt, titanium, nickel, platinum, molybdenum, tellurium, cerium, other metallic and rare earth elements

Part IX Resources other than polymetallic sulphides or cobalt crusts

Regulation 43 Resources other than polymetallic sulphides or cobalt crusts

For polymetallic sulphides or cobalt crusts the exploration area shall consist of contiguous blocks.

These programmes address environments where polymetallic sulphides and cobalt rich ferromanganese crusts are found.

(g) prospecting means the search for deposits of polymetallic sulphides or cobalt crusts in the Area, including estimation of the composition, sizes and distributions of deposits of polymetallic sulphides or cobalt crusts and their economic values, without any exclusive rights

B. Prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts deposits in the Area

Draft regulations on prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts in the Area

(a) a plan of work for exploration approved by the Council for polymetallic sulphides or cobalt crusts or

There is also a need to regulate the prospecting for and exploration of polymetallic sulphides and cobalt rich crusts.

(a) Data on the location, survey and evaluation of the polymetallic sulphides or cobalt crusts in the areas, including

(b) a statement of the quantity of (polymetallic sulphides) (cobalt crusts) recovered as samples or for the purpose of testing

(e) a statement of the quantity of (polymetallic sulphides) (cobalt crusts) recovered as samples or for the purpose of testing and

The objective of this set of Regulations is to provide for prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts.

(c) regulations means the Regulations for Prospecting and Exploration for Polymetallic Sulphides and Cobalt Crusts in the Area, adopted by the Authority.

15. Notes the preliminary discussion of issues relating to the regulations for prospecting and exploration for polymetallic sulphides and cobalt rich crusts in the Area

The immediate priority for the Authority is the development of a regulatory regime for prospecting and exploration of polymetallic sulphides and cobalt rich ferromanganese crusts.

(iii) Data and maps showing location of the ore body (or bodies), grade of polymetallic sulphides and abundance and grade of cobalt crusts (in kg m2)

The International Seabed Authority is currently involved in the development of a legal regime for the prospecting and exploration of polymetallic sulphides and cobalt rich crusts.

13. Notes the progress of the discussion of issues relating to the regulations for prospecting and exploration for polymetallic sulphides and cobalt rich crusts in the Area

The contractor shall have the exclusive right to explore an area covered by a plan of work for exploration in respect of polymetallic sulphides or cobalt crusts.

(i) A description of the technology related to the recovery and processing of polymetallic sulphides or cobalt crusts that is necessary for making the designation of a reserved area

2.2 The Contractor shall have the exclusive right to explore for (polymetallic sulphides) (cobalt crusts) in the exploration area in accordance with the terms and conditions of this contract.

The Authority reserves the right to enter into contracts with respect to resources other than (polymetallic sulphides) (cobalt crusts) with third parties in the area covered by this contract.

Notwithstanding further delays, the mine is due to open in 2007 and is expected to eventually produce 60,000 tonnes of nickel and 5,000 tonnes of cobalt per year.30

Information and recommendations of the workshop on polymetallic sulphides and cobalt rich crusts their environment and considerations for the establishment of environmental baselines and associated monitoring programme for exploration.

Furthermore, it was recognized that the two resources, polymetallic sulphides and cobalt rich ferromangnanese crusts, were fundamentally different resources and as a consequence different provisions were required to regulate each.

the Authority hereby grants to the Contractor the exclusive right to explore for (polymetallic sulphides) (cobalt crusts) in the exploration area in accordance with the terms and conditions of this contract.

Alloyed steels, which are sometimes also called special steels and may be considered specialty products, contain small portions of alloying elements such as chromium, cobalt, manganese, molybdenum, nickel, niobium, silicon, tungsten or vanadium.

10.4 The Contractor shall keep, in good condition, a representative portion of samples and cores of the (polymetallic sulphides) (cobalt crusts) obtained in the course of exploration until the expiration of this contract.

The Authority shall ensure that no other entity operates in the same area for resources other than polymetallic sulphides or cobalt crusts in a manner that might interfere with the operations of the contractor.

Prospectors shall cooperate with the Authority in the establishment and implementation of programmes for monitoring and evaluating the potential impacts of the exploration and exploitation of polymetallic sulphides and cobalt crusts on the marine environment.

At its 93rd meeting, on 2 June 2004, the Council took up the draft regulations on prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts contained in document ISBA 10 C WP.1.

According to the current register, there are 193 radioactive lightning rods in Republika Srpska that contain cobalt 60 at standard radioactivity level, ranging from 3.7 to 7.4 GB, or 152 whose half life is 13 years.

During the Authority's eleventh session, the Authority made significant progress with regard to the draft regulations on prospecting and exploration for polymetallic sulphides and cobalt rich crusts submitted to it by the Legal and Technical Commission.

(b) the estimation of mineable deposits, when such deposits have been identified, which shall include details of the grade and quantity of the proven, probable and possible (polymetallic sulphide) (cobalt crust) reserves and the anticipated mining conditions

It is moving closer to realizing the goal of elaborating regulations for the prospecting and exploration of polymetallic sulphides and cobalt rich crusts in the international seabed area and for the conservation of biodiversity in the seabed.

To address these requirements the Commission devoted 9 out of 43 regulations of the draft regulations on prospecting and exploration for polymetallic sulphides and cobalt rich ferromanganese crusts to the protection and preservation of the marine environment.

Meanwhile, the United States imports around 8,000 tons of cobalt per year. If it imported only 25 per cent of its annual needs from Cuba, approximately 2,000 tons, Cuba would earn over 66 million at current prices.

It was noted that, compared to the regulations on prospecting and exploration for polymetallic nodules, the draft regulations on polymetallic sulphides and cobalt rich crusts contained additional provisions aimed at the protection and preservation of the marine environment.

The second working group, chaired by Professor Cindy Lee Van Dover, considered the biological baseline requirements for polymetallic sulphides, and the third working group, chaired by Dr. Anthony Koslow, considered the biological baseline requirements for cobalt rich crusts.

The second workshop will focus on economic and technological considerations for mining of polymetallic sulphides and cobalt rich crusts and will be held from 31 July to 4 August, the week immediately preceding the twelfth session of the Authority.

(c) exploitation means the recovery for commercial purposes of polymetallic sulphides or cobalt crusts in the Area and the extraction of minerals therefrom, including the construction and operation of mining, processing and transportation systems, for the production and marketing of metals

The standard clauses set out in annex 4 to the Regulations on Prospecting and Exploration for Polymetallic Sulphides and Cobalt rich Crusts in the Area shall be incorporated herein and shall have effect as if herein set out at length.

Prior to the conclusion of the tenth session, the Council also had an opportunity to give preliminary consideration to the provisions of the draft regulations on prospecting and exploration for polymetallic sulphides and cobalt rich crusts in the Area.6
