The Bank of England s policy interest rate has remained just above zero for more than two and a half years. Regardless of the government s fiscal policy stance, this interest rate cannot move below zero.

But China s monetary policy has been hamstrung by the tightly managed exchange rate regime. Like most other central banks confronted with the recession, the SNB has reduced its policy interest rate all the way to the zero lower bound. Once there, traditional monetary policy becomes impotent, as the interest rate tool is no longer usable.

Given this, monetary policy remains the most effective driver of exchange rate movements. The key to ensuring a satisfactory exchange rate balance is for countries to pursue policies aimed at ensuring a desirable combination of domestic inflation and employment.

Owing to the high volume of cargo and following the policy of expediting foreign trade, customs inspection rate for trans shipments cargo are very low.
