Singapore enforces strict control over the import and export of small arms and trading in such weapons.

Global safety also demands control of the proliferation of conventional arms, particularly small arms and anti personnel landmines, whether deployed or in national stockpiles.

The follow up action will range from combating the illicit traffic in small arms and introducing tighter control of legal transfers to reducing the number of small arms in war torn societies.

The European Union welcomes the efforts being made to build regional support for better control over small arms transfers.

South Africa has established an arms control system which makes provision for a ministerial control body, criteria, principles and guidelines to ensure the responsible transfer and trade in, among others, small arms and light weapons.

The Organization for Security and Cooperation in Europe Forum for Security Cooperation adopted two decisions designed to enhance the control of small arms and light weapons exports, decision 5 04 on standard elements for end user certificates and verification procedures for small arms and light weapons exports, and decision 8 04, which sets forth OSCE principles on the control of brokering in small arms and light weapons.

In April 2004 they signed the Nairobi Protocol for the Prevention, Control and Reduction of Small Arms and Light Weapons.

The control of small arms and disarmament of nuclear, biological and chemical weapons is a prerequisite for peace and security.

UNODC is providing technical assistance in border and small arms control, security reform and support in countering transnational organized crime.

57. States should exchange information on their national policies, legislation and administrative control over arms production, procurement, ownership and trade, with particular emphasis on small arms and light weapons.

It also welcomes initiatives taken by ECOWAS, to establish a Small Arms Unit and to adopt a new Small Arms Control Programme (ECOSAP) and its ongoing efforts to transform the Moratorium signed in Abuja on 31 October 1998, on the import, export and manufacture of small arms and light weapons, into a binding convention.

We believe that stronger measures should be meted out against illegal exporters from the main areas of manufacture as well as to the importers of illegal small arms. This problem is truly multinational in nature, involving both the arms producing and arms purchasing countries. Without a coordinated approach, little can be achieved. Effective control of small arms therefore demands an approach that goes beyond the traditional instruments of disarmament and arms control.
