We must now also address the role which conventional weapons are now playing in the rise in regional conflicts with their devastating toll on human life.

The long history of peacekeeping operations, with its failures and successes, provide a wealth of experience with which to develop means of action able to resolve the conflicts of the future.

Africa has demonstrated its willingness to deal with conflicts in the region.

Similarly, a bilateral treaty on reciprocal inheritance rights could easily prove more resilient than a multilateral extradition treaty which conflicts with national policy of the armed conflict.

On the contrary, several States have seen their sovereignty and stability affected by situations of violence and intolerance which rapidly led to armed conflicts with regional repercussions.

Conflicts involving lower intensity violence that do not reach the threshold of an armed conflict are implicitly distinguished from noninternational armed conflicts to which the provisions of that article are applicable.

And the way they deal with their conflicts rapidly spreads to other countries.

Today, the world is still filled with conflicts, violence, insecurity, hunger, poverty and despair.

Most importantly, it has sought to avoid armed conflicts, with all their negative repercussions.
