6. The Charter should be amended to provide for restriction of the veto to questions falling under Chapter VII of the Charter, inter alia, through amendments to Articles 4, 5, 6, 27, 97, 108 and 109 of the Charter.

On the basis of the case law of the Committee of Independent Experts set up under article 25 of the European Social Charter, article 7, paragraph 2, has recently been amended in the revised European Social Charter, which was opened for signature on 3 May 1996.

In fact, the Charter has been amended only twice during the history of the Organization for the purpose of enlarging the membership of the Security Council and the Economic and Social Council.

At its eighteenth session, in 1963, the General Assembly amended the Charter to increase the number of non permanent members from 6 to 10 (resolution 1991 A (XVIII) of 17 December 1963).

8. The Charter should be amended so that a single negative vote by a permanent member of the Security Council will not prevent action on a proposal that has received the required majority.
