(a) Government forces, including the armed forces, the police forces, security forces and popular defence forces.

101. Dissident armed forces are armed forces which have risen up against those remaining loyal to the Government.

The Government forces were instructed not to approach disputed areas.

NLD members continue to suffer intimidation and arrest by Government forces.

In addition, there are reports of sporadic fighting between government forces and armed opposition groups with government forces exacting revenge through indiscriminate attacks upon the settlements of innocent civilians.

Kailek and surrounding villages were attacked twice by Government forces and Janjaweed.

(a) The existence of real confrontation between government armed forces and insurgents

The Forces nouvelles also agreed to return to the Government of National Reconciliation.
