(a) Progress made in implementing the Comprehensive Peace Agreement concluded in Nairobi on 9 January 2005

UNMIL authorized by resolution 1509 (2003) of the Security Council is assisting in implementing the peace agreement.

During the reporting period, progress in implementing the key elements of the Comprehensive Peace Agreement continued to be made.

In my previous reports on the Sudan I consistently voiced the daunting challenges involved in implementing the Comprehensive Peace Agreement.

Many delegations underlined the importance of States becoming parties to and effectively implementing the existing legal instruments, including the Convention, the Agreement and the 1993 High Seas Fishing Compliance Agreement, as well as implementing the FAO Code of Conduct for Responsible Fisheries and the FAO international plans of action.

We have ratified both the Rome Statute and the Agreement on Privileges and Immunities and have adopted the necessary implementing legislation.

He indicated that the amounts involved in implementing the proposed agreement had been substantially higher than expected by the Russian authorities.

In implementing these agreements, a dialogue is fundamental, for an agreement that is imposed without support is an agreement bound for failure, bound for a polarization of our economies and our societies.

They have intensified their cooperation in the area of electoral assistance, with a view to implementing relevant provisions of the General Agreement.

In the Agreement, international organizations are requested to assist the parties in developing and implementing a programme for capacity enhancement in the south.

The failure to do so reflected an inadequate political will on the part of some international bodies responsible for implementing the Peace Agreement.

The 10,000 strong peacekeeping force authorized by the Council will assist the parties to the Comprehensive Peace Agreement in implementing that historic peace accord.

We thank the Secretary General and his staff for their work in negotiating and implementing the Agreement, both at Headquarters and in the field.

Moreover, the Committee notes that the collective agreement concerns the staff of the Social Insurance Board, an institution of public law implementing public policy.

A follow up meeting resulted in an agreement to send a Bank mission to OAU to work on implementing cooperative approaches to those issues.

The two resolutions must be kept separate because of the different nature of each of the Articles in terms of mandatory status and the responsibility of industrial countries described in Appendix 1 of the Agreement within the context of para 14 of Article 3 and because the process and mechanisms for implementing the agreement are different from those for implementing the Protocol.

Although Liberia has made great steps in consolidating peace and in implementing the Comprehensive Peace Agreement signed in August 2003, the peace process still faces many challenges.

The assistance provided demonstrates practical support for the parties' commitment and the progress being made in implementing the Bougainville Peace Agreement and the laws that give it legal effect.

After the signing of the Peace Agreement, more than 150 NGOs established a presence in the country and assumed a very important role as implementing partners of international agencies.

The economic partnership agreement between Japan and Singapore also provides for cooperation in the field of competition policy ( it has now been supplemented by an implementing agreement), and this will be a basis for competition policy elements in the Japan ASEAN Economic Partnership Initiative.

As recognized by the Agreement itself, subregional and regional fisheries bodies are considered to be important implementing mechanisms for many provisions of the Agreement, particularly those related to the enforcement of conservation and management measures for straddling fish stocks and highly migratory fish stocks.

Among other things, the Forum can play an important role in implementing the commitments on arms limitation and regional stabilization provided for in the peace agreement concerning Bosnia and Herzegovina.

Unless those States become parties to the Convention and the 1994 Implementing Agreement before 16 November 1998, they will cease to be members of the Authority on a provisional basis.

In collaboration with UNIDO and WIPO, the Centre intends to develop a programme aimed at analysing the challenges that developing countries face in implementing the TRIPS Agreement on biotechnology related products.

At the meeting of the International Contact Group on the Mano River Basin, held at Niamey on 19 July, the progress and challenges in implementing the Comprehensive Peace Agreement were discussed.
