The globalized environment was marked by shrinking economies and a reduction of employment opportunities, forcing many women into the informal sector.

Weak employment generation had brought an increase in informal employment, and the widening gaps between skilled and unskilled workers and between the formal and informal economies had contributed to persistent and deepening inequality worldwide.

In contrast, the small and informal sector enterprises are locally owned and consist of the bulk of the private sector in these economies.

However, in many developing countries and economies in transition, contacts between the government and the private sector are often informal, spontaneous, partial or unstructured.

The representative of Belarus said he hoped that the informal consultations would reflect the interests of both developing countries and countries with economies in transition.
