Nevertheless, there can be no sustainable progress in that area if there is no coordinated reform of the judicial system.

Other elements in the effort to improve governance include strengthening of the judicial system and reform of the civil police.

Leadership of the reform process has shifted away from the Bonn mandated Judicial Reform Commission to the Supreme Court, the Office of the Attorney General and the Ministry of Justice (MoJ).
