The Committee was informed that, as at 31 August 1998, the actual military and civilian police personnel deployed in the mission area consisted of 199 military observers, 246 contingent personnel (160 engineering personnel (including staff officers), 58 demining personnel and 28 medical support personnel), 7 force orderly personnel and 81 civilian police observers.

Inadequate salaries of judiciary personnel, particularly judges, are also part of the problem.
