The United States supports Security Council reform provided it enhances the effectiveness of the Council.

The Council has also given particular attention to better involving States not members of the Council.

The Council urges Member States to extend assistance accordingly.

14.16 The Governing Council consists of 58 member States.

(d) Access and better participation of non member States of the Security Council in the work of the Security Council

For example, membership of the Council might be barred to such States.

The Supreme Council decided that Council States apos Ministers of Education should prepare a comprehensive study for the development of curricula, with a view to strengthening mutual contacts and best serving the needs of member States, reinforcing Council procedures and achieving its goals.

At present, the Council is thus composed of the following 15 Member States

The Council elected the following three Member States DOMINICAN REPUBLIC, MAURITANIA and TUNISIA.

Economic assistance to States affected by the implementation of the Security Council resolutions

The Committee and the Council should encourage other States to join this multinational effort.

Member States should therefore exercise caution with respect to any decision concerning the Council.

I want to reiterate that the United States supports expansion of the Security Council.

We emphasize the obligation of all States to implement Security Council resolution 1540 (2004).

Second, the increase in Security Council membership should be acceptable to Member States Parliaments.

Malta attaches great importance to this aspect, which benefits the widest majority of States. Security Council decisions legally bind all Member States. Thus, procedures enhancing consultations between Council and Assembly members are of immense value.

1. The States members of the Group of Eastern European States, eligible for non permanent membership of the Security Council, attach great importance to the issue of equitable representation on and increase in the membership of the Security Council and other matters related to the Security Council.

If States respected the reduced quotas, Council member States were prepared to enter into appropriate arrangements with other oil producing States with a view to stabilizing the market.

And states all states are being monitored by the Counter Terrorism Committee of the Security Council to ensure that they implement these obligations.

First, dialogue with States has continued to develop through visits to States and through intensified discussions with States about implementation of Security Council resolution 1373 (2001) and reporting thereon.

First, the Security Council must establish concrete mechanisms to make States comply with arms embargoes.

The United States thanks the Presidents and Prosecutors for having addressed the Council this morning.

They invite Arab States to cooperate with the Economic and Social Council to that end.

These common positions and Council regulations are binding on States members of the European Union.

The Security Council should call upon Member States to respond more favourably to this recommendation.
