Third session of the CRIC

Following CRIC 5, the group shall take on board the relevant outcomes of CRIC 5, as presented in the report of CRIC 5.

The latter is the congress area hosting the former House of Parliament where the fourth session of the COP (COP 4, December 2000) and the third session of the Committee for the Review of the Implementation of the Convention (CRIC 3, May 2005) took place.

The Executive Board shall consider, at its next meeting, a request for review, and shall decide either to perform a review of the proposed issuance of CERs, if there is sufficient evidence indicating a case of fraud, malfeasance or incompetence of the DOE, or to approve the issuance.

In decision 1 COP.5, the COP recommended the establishment of a Committee for the Review of the Implementation of the Convention (CRIC).

The deliberations will follow the format of the previous sessions of the Commission, which proved to be acceptable to the Commission, and will be in the form of a peer review.

The Government of Egypt had invited UNCTAD to assess the extent to which it had implemented the recommendations of the IPR.

By its decision 1 COP.5, the COP established the Committee for the Review of the Implementation of the Convention (CRIC) as a subsidiary body of the COP, to assist it in regularly reviewing the implementation of the Convention.

Meanwhile, regional meetings and fora forums should be convened prior to each CRIC session, so as to provide useful information as the basis for discussions in the CRIC session

The programme of work of the CRIC sessions has beenwas proposed by the Executive Secretary in consultation with the Chairperson of the CRIC, in accordance to with the relevant decisions of the COP.

CRIC 1 took place approximately 10 months before the following session of the Committee.

This initiative was well received by the participants in the event.

The evaluation will begin in 2005 and I will submit my recommendations, based on the findings and recommendations of the evaluation, to the General Assembly at its resumed session in June 2006.

The secretariat continued to follow closely the activities of the Land Degradation Assessment in the Drylands (LADA) and the Millennium Ecosystem Assessment (MA), including participation in meetings of the Technical Advisory Group of LADA, and the Executive Committee and Board of the MA.

Ad hoc review experts shall, as necessary, perform desk review tasks in their home countries and participate in in country visits, centralized reviews and in review meetings.

In line with what wasIn accordance with views expressed at CRIC 3, it is proposed that the arrangement for CRIC meetings should aim at addressing problems in the implementation process and converting the working modality of the CRIC from the format of progress reporting to action taking .

CRIC 6 will review the report of CRIC 5 and make further recommendations in the form of draft decision(s) on improved format for national reporting on the achievements reached in combating desertification and land degradation, for the consideration of COP 8.

Additional comments were made during that session and at the sixth session in 2000.

As at the previous session, the discussions of the review will be summarized by the secretariat in the final report of the Commission.

The present preliminary assessment work has taken account of the main lessons learnt from similar exercises carried out in the context of earlier sessions of the COP and the CRIC.

There is general agreement that the CRIC is an important means for the COP to review the implementation of the Convention.

Comments from the UNCTAD Secretariat on Freedom of Contract

By decision 1 COP.5 establishing the CRIC, the COP decided that, at sessions held during the COP, the CRIC shall regularly review reports prepared by the secretariat on the execution of its functions.

At CRIC sessions during COP, at least 2 two days should be allocated to reviewing the reports of relevant agencies and of the inter sessional session of the CRIC, and for preparing draft decisions.
