A wide body of rules and regulations governs the conduct of Government officials.

Administrative measures accompanied by effective sanctions should be adopted to that end

The rate of women within the administrative and the non administrative wings is higher than the rate of men (50.5 and 63 , compared to 49.5 and 37 , in 2003).
