Travellers' cheques and notes in all major foreign currencies may be exchanged at any commercial bank and most hotels and foreign exchange counters.

Legislation has been drafted which, subject to further consultation and parliamentary approval, will provide for oversight of money services businesses (bureau de change, money transmitters, and cheque cashers).

The US, for its part, recognized that it needed a central bank analogous to the Bank of England. American financiers were persuaded that New York needed to develop its own commercial trading system to handle bills of exchange in the same way as the London market and arrange their monetization (or acceptance ).

Realized exchange gains and losses are charged to miscellaneous income and operating expense accounts, accordingly.
