Local government reform programmes must not await final status negotiations.

The Committee recognizes the Government apos s commitment to agrarian reform, as reflected in the Comprehensive Agrarian Reform Programme of 1987.

Much headway has been made on local government reform.

We note that efforts to reform local government have faced delays.

In particular, I urge Kosovo Serbs to engage in the local government reform process.

Will the government liberalize interest rates or loosen capital controls? How will the fiscal system be revamped?

Effective reform of local government, or decentralization, will be a key test in this regard.

National governance for change has been most effective where it is supported by dialogue and change within civil society, led by local government.

Quite frankly, my government is still waiting to see... some evidence of democratic reforms in Sarkhan.

The commitment of the Transitional Government and the police to take the reform forward, as well as to work effectively with MINUSTAH in police operations and reform, also needs to be strengthened.

Decentralization, or local government reform, is not a standard as such, but it is an important process.

Sustained stability will also depend on the ability of the Government to successfully carry through the security sector reform programme to its completion.
