Freedom of religion and belief has great significance for Uzbekistan, which is home to representatives of 16 religions and whose Constitution and laws guarantee all citizens freedom of religious conscience.

Religion or freedom of religion had sometimes been used as grounds for violating other human rights or generating a climate of religious intolerance.

It was the duty of Governments to promote and protect the freedom of religion, which did not mean freedom from religion that notion arose from a distorted conception of the separation of church and State.

The International Association for Religious Freedom (IARF) was founded in 1900 as an association of individuals and groups who share a commitment to work for freedom of religion or belief through inter faith understanding and cooperation.

Article 18 of the Universal Declaration of Human Rights states that the right to freedom of thought, conscience and religion includes freedom to change one's religion or belief .

That separation protects the freedom of all citizens of all religious backgrounds, as well as of people who do not practice any religion.

(a) Freedom of conscience and the right to change one's religion

In regard to freedom of religion, while there are some reports of liberalization to the effect that the national authorities are allowing various religions to operate more freely, it is uncertain to what extent that liberalization is genuine.

This right is not limited to old and established religions, or to large congregations, and it is fundamental to the freedom of religious conscience.
