In that connection the increasing imbalance between core and non core contributions and the proliferation of earmarked resources were causes for concern in the case of UNICEF, for example, core resources comprised only 43 per cent of total resources and although core resources had risen by 30 per cent between 2000 and 2003 much of that increase had been due to bigger contributions from the private sector, while the contributions by Governments had risen by only 17 per cent.

One obvious way to increase GEF resources would be for donor countries to increase their Replenishment contributions.

Additional funding will need to be raised and donors are being sought.

My Government urges financial institutions, international organizations and donor countries to accelerate the disbursement of pledged funds.

In addition to non core funding, UNCDF will strive to leverage other donor, government and private sector funding to support programme objectives.

Donor financing and property taxes may be options to provide supplemental capital resources to such funds.

Several potential donors have expressed strong interest in making contributions of new funds for peacebuilding efforts.

The United States of America, whose funding increased by almost 88 per cent compared with that of 2002, continued to be the largest donor, contributing 1.8 billion in population assistance, or 54 per cent of the resources of donor countries.

1. Cash contributions

Billions were pledged more than six months ago at the Oslo donor conference, and the four largest donors the United States, the United Kingdom, the European Community and the Netherlands still account for close to 80 per cent of funding received to date.

IMF has made available including resources from the Resource Account to finance the Enhanced Structural Adjustment Facility (ESAF), funds within ESAF HIPC Trust and special contributions by six donor countries a total of about special drawing rights (SDR) 290 million, which appears to be short of the indicated amount of assistance committed by IMF for the countries declared eligible to date.

I urge donors to support these very important projects in the Temporary Security Zone and in the surrounding areas by making additional contributions to the Trust Fund.

Review Consideration of the general status and operation of the Convention

Substantial funds were pledged at the international donors' conference on Haiti last summer, where the EU emerged as the largest donor.

However, because refugee feeding programmes remained seriously underfunded, donors must commit to doing more.

The Government of the Netherlands also made a contribution to the trust fund for the developing countries.

All funding is paid in advance and some donors fund multi year projects up front.
