(10) As regards intangible assets, it is required to list item by item their acquirement form, initial value, beginning balance, accrual at current period, amount transferred out at current period, amount of amortization at current period, amount of accumulated amortization, ending balance, the number of remaining years of amortization.

The gap between the post amortization cost of the financial asset and the amount on the maturity date shall also be amortized within the remaining period of the said financial asset by adopting the actual interest rate method and be recorded into the profits and losses of the current period.

In order to bring them down to the per capita assessment rate of the Member State with the highest rate of assessment, it would be necessary to redistribute 13.062 per cent of the total scale to middle and lower per capita GNP States with a current combined assessment rate in 2000 of 31.313 per cent.

69. As regards the maximum rate of assessment, the Committee noted that, in approving the scale of assessments for the period 1998 2000, the General Assembly had included a maximum assessment rate of 25 per cent.

84. The Committee noted that, in the year 2000, 14 Member States would have a higher per capita rate of assessment than the Member State with the highest rate of assessment.

The coefficient is not applied to the rates of United Nations Member States paying the minimum assessment of 0.001 per cent, and it ensures that the rate of least developed countries does not exceed 0.01 per cent as well as the maximum rate of any UNIDO Member State does not exceed 22 per cent.

Concerning the minimum level of assessment, some members felt that the current floor of 0.001 per cent imposed an excessive burden on some Member States.

As successor States to the former Yugoslavia were admitted to the United Nations during the scale period 1992 1994, their initial rates of assessment were deducted from the rate of assessment initially assigned to the former Yugoslavia for 1992 1994.
