First, trading services and finance represented the greatest proportion of investments and were complementary to export activities.

The General Agreement on Trade in Services (GATS) was adopted in 1994 and is the first trade agreement to cover investment in services.44 It provides a legal framework for trade in services, defined to cover a range of areas, including investment, financial services, communications, transportation, education, energy, water and movement of persons.

3. Investment and taxation laws

FDI in services has expanded, with the world's inward stock of FDI in services quadrupling (1990 to 2002) and the share of services in the world's FDI stock rising from one quarter in the 1970s to about 60 per cent in 2002.

The World Investment Report 2004 analysed in detail key issues relating to national and international policies on FDI in services.

Specifically, it examined the determinants of FDI in the services sector and why some locations had succeeded in attracting FDI to service clusters while others had not.

During the period covered by this report, the government invested heavily in childcare.

Other services that home governments could provide include OFDI risk insurance and making SMEs aware of BITs and bilateral and regional free trade agreements that contain investment provisions.

The joint high level session of the World Association of Investment Promotion Agencies (WAIPA) with UNCTAD's Commission on Investment, Technology and Related Financial Issues focused on attracting FDI in service clusters.

Technical assistance was also provided from databases in trade in goods and services trade in services competition policies trade and environment and investment regimes.

The Code devolves to local government units the responsibility for delivering basic services, including health, social welfare services, environmental protection, agricultural extension, locally funded public works, education, tourism, telecommunications services and housing, as well as investment support and promotion.

The Indian information and telecommunication (IT) industry emerged as the largest source of Indian services OFDI, accounting for 32 per cent of total OFDI flows during the SW, followed by media, broadcasting and publishing (17 per cent).

The three leading service industries in the period were financial services and leasing (12 per cent), hotels and tourism (11 per cent), and trading and marketing (6 per cent) (annex table 1).

Investing in the capacity of local government to provide universal basic services is investing in healthier women and families.

Technology issues were addressed relative to their interrelationship with trade in goods and services, investment, finance and environment.

Is the creation of a special fund and financial services for South South trade, technology and investment flows a viable option?

The success of these funds would demonstrate to private investors, particularly socially responsible investors, not only the investment potential but also the social impact of emerging markets for financial services to the poor.

Beyond food aid, we need to invest in food security, livelihoods and basic services.
