The issue of institutions and institutional processes includes those organizational arrangements, structures and decision making processes that support the socio economic development of a country.

As agencies have their own governing structures and mandate, the Council should enhance its interaction with the specialized agencies governing bodies as well.

It began functioning in January 1996 as an agency attached to the Office of the President but with an independent structure and its own budget.

The IAEA was the sole international body responsible for nuclear verification, and States should help it to achieve its objectives by concluding additional protocols with it.
