In order to encourage a move from relief assistance to rehabilitation and development activities, WFP combines the provision of life sustaining food with rehabilitation activities at the earliest possible moment, thereby lessening the need for future food aid, rebuilding livelihoods and reducing dependency on ongoing assistance.
