The presidency issued decrees to establish the Assessment and Evaluation Commission, the National Petroleum Commission, the Fiscal and Financial Allocation and Monitoring Commission and the Technical Ad Hoc Border Committee.

VI. Evaluation of the report of the Committee to the General Assembly

In decision 1 COP.5, the COP recommended the establishment of a Committee for the Review of the Implementation of the Convention (CRIC).

To be sure, it criticized the Commission s work, and when the criticism was well thought out, it was accepted with gratitude.

The Team has also helped the Committee to prepare its assessment of the implementation of measures, which the Committee will submit to the Council.

Meanwhile, regional meetings and fora forums should be convened prior to each CRIC session, so as to provide useful information as the basis for discussions in the CRIC session

Annex Comments of the Administrative Committee on Coordination

In its decision 1 COP.5, the Conference of the Parties set up a Committee for the review of the implementation of the Convention (CRIC).

The ad hoc working group may meet in the margins of CRIC 5 to discuss issues raised at CRIC 5.

6.3 The Committee does not share the State party apos s assessment.

24. The comments of the Board are included in the present report.

At CRIC sessions during COP, at least 2 two days should be allocated to reviewing the reports of relevant agencies and of the inter sessional session of the CRIC, and for preparing draft decisions.

Following CRIC 5, the group shall take on board the relevant outcomes of CRIC 5, as presented in the report of CRIC 5.

The Committee points out that, as the steering committee is to be established by the Secretary General, its active involvement in the evaluation could be seen to compromise the independence of the evaluation.

By its decision 9 COP.6, the COP decided that the third session of the Committee for the Review of the Implementation of the Convention (CRIC 3) would review the implementation of the Convention in Africa.

CRIC 1 took place approximately 10 months before the following session of the Committee.

The Commission is invited to comment on the methodology and the analysis.

ANNEX Comments of the Secretary General and the Administrative Committee on Coordination

Article 9 was the subject of general comment No. 8 (16) by the Human Rights Committee.

The programme of work of the CRIC sessions has beenwas proposed by the Executive Secretary in consultation with the Chairperson of the CRIC, in accordance to with the relevant decisions of the COP.

By decision 1 COP.5 establishing the CRIC, the COP decided that, at sessions held during the COP, the CRIC shall regularly review reports prepared by the secretariat on the execution of its functions.

The Committee indicated that it would do so in connection with the reports it would be submitting to the General Assembly, provided relevant Joint Inspection Unit reports and comments on those items by the Secretary General were available.
