In the 13 years since the creation of the Electoral Assistance Division (EAD), a great deal of progress has been made in consolidating and coordinating electoral assistance capacities within the United Nations system.

Trust Fund for Electoral Assistance to Haiti

The Electoral Assistance Division provides support in vetting all projects under the Fund.

The electoral assistance component would provide, as needed, advice and technical assistance to the National Electoral Commission and other relevant authorities in such areas as electoral administration and planning, review of electoral laws and regulations, training of election officials, coordination of donor assistance and voter and civic education.

The Electoral Assistance Division with UNDP and the Secretariado developed a technical assistance project to assist in the holding of local elections in the country.

Several experts working on managing the fund were identified from the Electoral Assistance Division roster.

The official political parties have continued to mobilize their support base and constituents for the upcoming elections.

36. UNDP plays an important role in providing technical support and assistance to electoral processes in close consultation with the Electoral Assistance Division.

Established in 1992, the Electoral Assistance Division of the Department of Political Affairs is responsible for the coordination of the activities of the United Nations system in the field of electoral assistance.

The Team also assisted the Commission in establishing procedures for the processing and resolution of complaints.

During the electoral period, the Office of Public Information would, in close cooperation with the Electoral Assistance Division, significantly expand its coverage of the electoral process.

The coordination of electoral activities within the United Nations has been strengthened through a series of arrangements between the Electoral Assistance Division and the main United Nations entities involved in providing electoral assistance.

An electoral needs assessment mission was conducted by the Electoral Assistance Division in April 2004 to coincide with the inauguration of the National Elections Commission.

The European Commission, the United States Agency for International Development (USAID) and the International Foundation for Election Systems provided technical assistance and financial support to the National Elections Commission.

Under difficult conditions, the Independent Electoral Commission of Iraq, with the assistance of the United Nations and the International Electoral Assistance Team, which also included experts from the International Foundation for Election Systems (IFES), successfully organized the referendum on the draft constitution.

In 2004, the LWV was an international election observer in Parana, Brazil and provided technical assistance to women candidates.

Since the creation in 1992 of the Electoral Assistance Division, 326 requests for assistance have been received from 101 Member States (as well as from Kosovo, Palestine and Western Sahara), of which 223 led to electoral assistance projects.

The United Nations was glad to have been able to provide assistance to the electoral authorities and would do so again for the upcoming Palestinian Legislative Council elections.

The mission welcomed the commitment of CARICOM to assist in the electoral process.

For example, during the review period, the Division signed a Memorandum of Understanding with the Indian Electoral Commission for the provision of staff and expertise as required in United Nations electoral assistance activities outside India.

The Security Council commends the Secretary General and the United Nations for successfully assisting election preparations, including advice and support extended to the Iraqis by the Secretary General's Special Representative for Iraq Ashraf Qazi, the UN Assistance Mission for Iraq (UNAMI), particularly the lead electoral adviser Carlos Valenzuela, the UN Electoral Assistance Division (EAD) and its Director Carina Perelli.

Meanwhile, since early May, United Nations electoral experts from the Electoral Assistance Division have been providing technical assistance to the Lebanese authorities for the current parliamentary elections as well as support to ensure coordination among international electoral observers.

The Electoral Assistance Division roster of experts is an important tool for ensuring the consistent provision of high quality assistance and advice in the electoral field by the United Nations system as a whole.

C. Increasing capacity and mobilizing resources for electoral assistance and democratization

Development assistance should not be tied to conditionality and selectivity.

In a letter to the Electoral Assistance Division of the Secretariat dated 12 July 2005, the Minister for Internal Administration, Anna Pessoa, requested continued assistance in drafting the whole scope of electoral laws and procedures needed for the national elections scheduled for 2007 .

A number of paragraphs underscored the fact that United Nations electoral assistance was given only when requested by the recipient Member State.
