The grants scheme made it possible to subsidise both topical theme related projects and projects that did not specifically relate to a theme but which fell within the framework of general emancipation objectives.

The Project criteria were applied to all 50 States in two separate studies, undertaken in 1998 and 2000, to cities in 1999, and to counties in 2001.

Of the eight Millennium Development Goals, four (Goals 1, 4, 5, and 6) are directly related to child and maternal health and nutrition, and the remaining four (Goals 2, 3, 7, and 8) are strongly linked to these areas.

Statistical indicators have been developed for the monitoring of the implementation of goals and targets set out in the Millennium Declaration.

4. The present report has three objectives.

They were directly relevant to target 18 under MDG eight (Global Partnership for Development), but they also had a large potential in terms of contributing to the achievement of several other MDGs, such as goal one (eradication of extreme poverty), two (education), three (gender equality), six (health) and seven (environment).

Most offices include the setting of goals or targets in their project management.

6. Project objectives should be clearly defined and quantified so that there is no conflict between objectives and inputs and the executing agency has a clear idea of the targets to be achieved at the end of the project period (see paragraph 53).

The Programme of Action contains 30 international development goals, including Millennium Development Goals.

While project implementation in Geneva was progressing well, the initial objectives and time lines had proven too ambitious.

33. The Board considers that such delays in the execution of projects defeat the objectives of the projects.

The magnitude of the task in terms of realizing the objectives of the Convention or the EFA goals or the Millennium Development Goals is great.

Their common aim was to make the project successful.

Weaknesses in the objectives and performance measures of 17 projects

Although only two of the eight Millennium Development Goals (MDGs) explicitly mention women, it is clear that every goal has a direct impact on the lives of women.

Full implementation of resolution 1540 (2004) by all States is a long term objective that, obviously, goes beyond the current mandate of the Committee.

That goal is now within reach.
