We have reached agreement on the Peacebuilding Commission.

The reconstitution of the Independent Electoral Commission was envisaged under the Agreement in conformity with the provisions of the Linas Marcoussis Agreement.

As reiterated by the Commission in Resolution its resolution 2005 53, the Sub Commission should not engage in monitoring other thanexcept with the agreement of the Commission.

(b) Difficulty in reaching overall agreement among political parties on the internal rules of the Independent Electoral Commission and the need to reach such an agreement quickly the installation and operationalization of the Commission is a prerequisite to starting the electoral process

I understand that there is a general agreement among the members of the Commission that those representatives should be elected officers of the Commission for this year.

The Pacific Islands Forum leaders welcomed the agreement reached at the world summit to establish a Peacebuilding Commission.

The Commission will proceed with the demarcation if and when the parties can reach agreement on its resumption.

The adoption of legislation on public broadcasting and agreement on police restructuring in line with European Commission principles remained the outstanding conditions required by the European Commission Feasibility Study.

We call on Member States to reach an agreement as soon as possible to make the Peacebuilding Commission operational.

That is why I particularly welcome the agreement reached during the summit on the establishment of a Peacebuilding Commission.

6. Welcomes the signing in Istanbul, on 2 July 2001, of the Cooperation Agreement between the Economic Commission for Europe and the Black Sea Economic Cooperation Organization and the support given by the Commission to the activities of the organization in the fields provided for in the aforementioned Agreement

The Commission, which was established in full agreement with the Government of Lebanon, became fully operational on 16 June 2005.

Others, such as the justice commission (see paras. 43 47 below), the civil service commission and the Afghan Independent Human Rights Commission (see paras. 48 50 below) have played an important role in promoting the goals of the Bonn Agreement.

I also wish to thank Ambassador Revaz Adamia of Georgia, Chairman of the Commission at its 2004 session, for his strenuous efforts to reach agreement on a substantive agenda for the Commission.

That is an extremely strange statement, as it runs counter to the agreement made with the Commissioner of the Investigative Commission.

This settlement agreement on securities fraud charge released by the U.S. Securities and Exchange Commission (SEC) on Saturday would make investors relieved.

With the expected finalization of the agreement with the European Commission, project activities in the zone of conflict are expected to increase.

In particular, the Agreement took as a given that both parties would respect the delimitation and demarcation determinations of the Boundary Commission.

The Government of South Africa and the Government of Swaziland signed a Joint Bilateral Commission for Cooperation agreement on 20 December 2004.

In the area of governance reform, the mandate of the Governance Reform Commission established by the Comprehensive Peace Agreement will expire in January.

Co operation and Co ordination Agreement between the Australia Competition and Consumer Commission and Papua New Guinea Consumer Affairs Council, 26 November 1999.

His Government was also encouraged by the agreement with Timor Leste to establish a truth and friendship commission on past human rights abuses.

I welcome therefore the agreement to establish a Peacebuilding Commission and to have it up and running by the end of this year.

As will be recalled, the Boundary Commission was established and partially funded by the United Nations in accordance with the Algiers Peace Agreement.

Without this, it will not be possible for the European Commission to recommend the opening of negotiations on a Stabilisation and Association Agreement.

7. Welcomes the Cooperation Agreement between the Economic Commission for Europe and the Black Sea Economic Cooperation Organization, signed on 2 July 2001, and the support given by the Commission to the activities of the Organization in the fields provided for in the Agreement, notably in small and medium sized enterprises, energy and transportation policy development

Like the Disarmament Commission, the Conference is blocked by differences of national priorities that, unresolved, make agreement on a comprehensive programme of work impossible.

The Commission will undertake further investigative efforts to elucidate the basis for the agreement and its implications regarding motivations for and execution of the crime.

In paragraph 384, the Board recommends that the Economic Commission for Europe reassess the relevance of its agreement with the International Road Transport Union (IRU).

Agreement on that concept would help the Commission to avoid further confusion on the action to be taken by States wishing to protect their nationals.

Mr. Gabriel (United States of America) suggested that the issue be referred to the drafting group, since the Commission was in agreement on the substantive issues.

An agreement with the Cornell Global Labor Institute (Cornell University) will lead to collaborative strategies between major groups sectors at the fourteenth session of the Commission.

(d) Economic Commission for Europe European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR 2005) (as from 1 July 2005) (40 contracting parties)

(e) Economic Commission for Europe European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN 2005), for application as from 1 January 2005

We must also recall that an agreement was reached with Mr. Mehlis and that the Commission had sufficient time to review the agreement and to request that it be amended between the two parties in a manner consistent with the Commission's approach.

The Monitoring Committee, established under the Linas Marcoussis Agreement, and the tripartite Monitoring Group have reviewed the legislation on the Independent Electoral Commission and the nationality laws from the perspective of their conformity with the letter and spirit of the Linas Marcoussis Agreement.

An agreement on the establishment of the Truth and Friendship Commission was signed by Presidents Gusmão and Yudhoyono and Prime Minister Alkatiri in Jakarta on 9 March.

The summit agreement to establish a peacebuilding commission will make a major contribution to a better coordinated international response to the needs of countries emerging from conflict.

(ii) 1998 2002 Director General of The Independent Media Commission (later the Communications Regulatory Agency, www.cra.ba) in Sarajevo (EU and the USA. cf. the Dayton Peace Agreement)

Furthermore, no agreement has been reached on the restructuring of the Commission to ensure its independence, or on the Government's financial commitment to sustain the new structure.

In the endeavours to monitor and verify compliance by the parties with their commitments under the Comprehensive Peace Agreement, we see the United Nations acting in concert with other players within the framework of the assessment and evaluation commission, as stipulated in the Peace Agreement.

The Chairman said he took it that the Commission agreed that derogation could be either explicit or implicit and that that agreement should be reflected in the commentary.

The Monitoring Committee, established under the Linas Marcoussis Agreement, and the tripartite Monitoring Group have reviewed the legislation on the Independent Electoral Commission and the nationality laws and it is their view that both pieces of legislation do not conform to the Agreement in all aspects.

In the consultations I had in Khartoum a few days ago, the Sudanese leaders assured me that the Naivasha Agreement would serve as the model and framework for an agreement in Darfur, with arrangements for power and wealth sharing, a land commission and a reconciliation process.

For that purpose, the Commission considered that it might be preferable for the Working Group to postpone its discussions regarding the requirement of written form for the arbitration agreement.
