However, there is still much room for improvement of enforcement techniques and also coordination between newly established competition authorities in developing countries and economies in transition with the competition authorities of developed countries.

Similarly, competition authorities are increasingly called upon to assess the potential anti competitive effects of mergers and acquisitions, that have either a domestic or an international dimension.

It encourages the Iraqi authorities to engage with all those who renounce violence and to create a political atmosphere conducive to national reconciliation and political competition through peaceful means.

A further step in cooperation has been taken by the competition authorities of France, Germany and the United Kingdom, which have established, on an optional basis, a single form for the notification of mergers falling within the jurisdiction of at least two of these authorities.

According to OECD analysis of the various frameworks in place in OECD member States, there is no ideal type for the division of labour between sector regulators and competition authorities.

Japanese authorities will also need to launch bold liberalizing reforms to unshackle the many areas of the economy that are shielded from competition. These reforms must aim to boost greater workforce participation by women induce corporations to invest more at home and increase competition in cosseted sectors of the economy.

There are also bilateral agreements or arrangements which either focus specifically on technical assistance on competition law and policy (there is such an agreement between the competition authorities of South Africa and Zimbabwe, for instance) or include such assistance within the context of assistance on different forms of economic regulation.

This case illustrates the importance of public awareness campaigns in the detection of anti competitive conduct in developing countries and the beneficial effects that action by competition authorities may have in favour of consumers.

Recommendation 7 concerning access to banking information for tax purposes proposes that, in the context of counteracting harmful tax competition, countries should review their laws, regulations and practices that govern access to banking information by tax authorities with a view to removing impediments to the access to such information by tax authorities.

In this regard, it is important for competition authorities to establish networking systems with other government bodies as part of their advocacy programmes, and to ensure that these bodies duly understand the benefits of their actions.

First is the development of a competition culture an understanding by the public of the benefits of competition and broad based support for a strong competition policy.

To encourage self help, international efforts must ensure that free competition goes together with fair competition.

Moreover, while the maintenance of informal links with other competition authorities has been an important way of keeping informed of developments in competition law and policy in other jurisdictions through the exchanging of views, the usefulness of such informal cooperation has been found to be limited in cases where an authority requires enforcement assistance in a particular matter, or confidential information.

But while that competition is going on within the boat, this competition is going on across boats.

It concludes that, although there is no ideal type of division of labour between competition authorities and other regulatory bodies, it is possible to specify guidelines and principles that can be generally applied to most industries and countries.
