They include provision for civilian personnel costs of 2,687,800, and 2,329,600 for operational costs.

Provision is made for the positioning costs of one helicopter.

Provision is made for positioning costs of the AN 26 aircraft ( 20,000).

43. Positioning depositioning costs. No provision was made under this heading.

The provision was fully utilized to cover the costs of additional insurance, which were not included under the base hire charter costs.

The provision was fully utilized to cover the costs of insurance for seven helicopters.

Provision is made in the amount of 2,000 for painting costs for one aircraft.

12. In addition, provision of 327,600 is made for the costs of travel, as follows

Provision is made for the positioning costs for one medium helicopter ( 160,000).

Provision of 20,000 is requested to cover the costs of investigation travel by staff in the Office.

The reduction in the estimated costs of external audit reflects a reduced provision by the Board of Auditors ( 27,000).

5. Budget item 2, civilian personnel costs, shows savings in the amount of 16,497,400, from a provision of 110,365,000.

(c) Total revised estimated expenditure for 2005 is 4,427,400, including a provision of 201,200 for programme support costs.

The provision of 52,000 for supplies and materials reflects costs incurred for subscriptions ( 12,000) and office supplies ( 40,000).

Furthermore, a provision of 1.9 million relating to one time costs in 1998 1999 would not be required.

Sectoral support costs are also paid to certain agents for provision of sectoral advice to Governments and UNDP.

Provision for common staff costs has been reduced by a 5 per cent turnover factor.

Provision for utilities is based on current costs and consumption levels in the mission area.

(iv) System replacement for 1999, provision of 6.3 million is requested for information technology development costs (paras. 404 409)

Additional provision is made for reimbursement to the Government of Switzerland of depreciation costs of additional contingent owned medical equipment ( 2,100).

The provision includes rental costs ( 63,812,400), liability insurances ( 6,070,800) and fuel ( 40,054,000) for the air fleet.

Provision is made in the amount of 1.2 million for the rental of premises based on revised standard common services costs.

In this connection, provision is made for costs associated with the maintenance and repatriation of this personnel during September 1998.

Contractual services 6.4 The provision of 29,300 would provide for the external printing costs of the Yearbook of the International Law Commission.

The provision under audit costs reflected a reduction in the costs of both external and internal audit, reflecting the resource levels recommended by the Board of Auditors and the Office of Internal Oversight Services.

Finally, a provision of 212,200, including staffing costs, is made for the maintenance of the Liaison Office in Brussels, as explained above.

This would cover the costs of staff and the provision of other support such as training, electronic data processing equipment and travel.

Provision is made for purchase of a high pressure steam cleaner for communications equipment, inclusive of freight costs at 15 per cent.

Common staff costs have been estimated at 83 per cent of the net salary, including provision for hazardous duty station allowance.

The provision of 180,400 in non post costs provides for official travel of staff in connection with the provision of support for mediation efforts and cooperation between the United Nations and regional and subregional organizations.

(ix) A system of standard costs is applied to trust fund projects. Projects are charged at standard costs for the provision of experts services, the annual difference between the standard costs applied and the actual costs incurred being transferred to the operating reserve (see subpara. (xi)) (x) Gain or loss on exchange.

IS3.58 The provision of 10,400, at the maintenance level, would cover the costs of computer supplies, such as diskettes and other expendable material.

Provision is made for positioning depositioning costs of two helicopters should the current helicopters be replaced upon the expiration of the lease ( 40,000).

The provision under this heading also includes related freight costs calculated at 15 per cent of the total value of the equipment ( 42,800).

(r) Freight and cartage ( 9,600). Provision is requested for freight and cartage costs of supplies to be purchased during the year ( 9,600)

As shown in annex I to the report on the financing of MICIVIH, the provision for salaries and common staff costs ( 1,343,800) includes the United Nations share of salaries and common staff costs of local staff ( 228,400).

33.31 The provision of 33,388,000, including an increase of 8,808,900, will cover the United Nations share of (a) costs of the Division of Regional Operations in New York (b) costs relating to security operations in the field and (c) costs of malicious acts insurance coverage of personnel in the field.
