Of the 72 allegations, 68 concerned military contingent personnel and 4 involved international civilian posts.

The Security Council, by its resolution 1149 (1998), authorized the deployment of a military task force of 955 contingent personnel.

The cost estimates provide for 1,350 military contingent personnel, 24 civilian police experts, 106 international staff and 73 local staff.

4. The present report provides for additional requirements for the delayed repatriation of military and civilian personnel and the retention of a military task force of 955 contingent personnel.

The estimate has been calculated at 1 per cent of the average monthly strength of 1,390 military and civilian personnel (90 military observers, 955 contingent personnel and 345 civilian police).

The lower number of personnel reflects the non deployment of 15 military medical personnel as replacement for 40 contingent support personnel.

The lower average troop strength resulted in reduced requirements for standard troop cost reimbursement, rotation and repatriation travel of military contingent members, rations, recreational leave and daily allowance for troops, and deployment of contingent owned equipment.

It also provides for requirements for the repatriation of contingent owned vehicles until January 1998 and the retention of 149 contingent owned vehicles for the military task force for the period from February to June 1998.

An audit of military contingent claims for reimbursement of vehicle spare parts disclosed a pattern of unjustified claims by one contingent, thereby preventing more than 1 million in unfounded expenditures, which were later disallowed by DPKO.

In accordance with the Special Court's request, that task could be entrusted to a company size military contingent with an overall strength of up to 250 military personnel, including support staff.

The six month average strength of military contingent personnel is 2,327 for the period from 1 July to 31 December 2005, compared to the average 5,627 contingent personnel for the full 12 month 2004 05 financial period.

Military contingent personnel are also required to wear their uniforms at all times to facilitate monitoring of their movements when off duty.

The budget provides for the deployment of 860 military contingent personnel, 69 United Nations police officers, 42 international staff and 111 national staff.
