The African and South East Asian nuclear weapon free zones have extended the area previously covered by the Antarctic Treaty, the Treaty of Tlatelolco and the Treaty of Rarotonga.

The full implementation of the objectives of the Treaty of Tlatelolco, the Antarctic Treaty and the Treaty of Rarotonga, together with the Pelindaba Treaty, can contribute to making a large area of our world free of nuclear weapons.

The treaty signature ratification event will take place from 14 to 16 September 2005 in the area near the Delegates' Entrance on the ground floor of the General Assembly Building, immediately to the right of the escalators in the main hall (Kuwaiti Boat Area).

In the field of denuclearization, the area of application of the Treaty of Tlatelolco encompasses the whole South American landmass, as well as a large part of the western South Atlantic Ocean. The Treaty of Pelindaba is also of great importance to the status of the zone, and since last September all zone members are now parties to the Treaty on the Non Proliferation of Nuclear Weapons, with the accession by Brazil to the Treaty.

10. Encourages the human rights treaty bodies, within their mandates, when examining reports of States parties, to consider the activities of States parties in the area of human rights education

The merits of the Treaty are obvious. Its regime should therefore be strengthened and universalized, and its principles considered the acceptable international standard for conduct in the area of non proliferation.

Furthermore, the United States believes that Spain has a legitimate concern about the status of its national territory that the Treaty of Pelindaba defines as falling within its area of application.

Such a distinction would not promote clarity in that area of law but would instead cause further confusion by offering different standards of compliance for reservations to different types of treaty.

In order to strengthen multilateral cooperation in the area of nuclear non proliferation, his delegation proposed to put forward specific measures to advance the debate and strengthen the goals of the Treaty.

Any question regarding compliance and actions by the international community in cases of violations of the specific provisions of such treaties should be addressed through the relevant treaty mechanisms and in accordance with the treaty provisions. In the area of nuclear activities, the International Atomic Energy Agency (IAEA) is the competent responsible body to verify compliance of the States parties to the Non Proliferation Treaty (NPT).
