Chechens have inclinations towards independence.

Russia managed to defeat the separatists and maintain control over Chechnya. But it was a Pyrrhic victory, given that it drove many disillusioned and angry Chechens toward religious fundamentalism.

On 29 May 1994, a curfew was decreed in the Chechen Republic for one month.

But financial inflows into Chechnya are often more destabilizing than helpful. President Akhmat Kadyrov, the murdered Chechen president, was right to suggest that 80 of this money ends up in the pockets of Moscow and regional firms who benefit from the Chechen conflict continuing.

5. Following the signing of ceasefire and peace agreements on Chechnya in late August 1996, UNHCR began providing small scale rehabilitation assistance to areas in Chechnya bordering Ingushetia and Daghestan.

A curfew was imposed on 10 February 1992 in its capital, Grozny, for 30 days.

It also noted that the Ingush population had suffered directly and indirectly from the Chechen conflict.

Of course, Russia provides far more headline grabbling examples of political and human rights problems, such as the low grade war in Chechnya or the Yukos affair. My office pays maximum attention to Chechnya, although this is not easy to do from Moscow.

Further, it noted that the relative stability in Chechnya following the ceasefire which had come into effect in late August 1996 was enabling the United Nations humanitarian programme to extend limited non food assistance inside Chechnya.

The Committee on the Elimination of Racial Discrimination views with concern the situation of human rights in the Republic of Chechnya.

They were said to have threatened, in particular, U.A. Akayev with death for his opposition to the conflict in Chechnya.

22. The Government outlined the measures taken in 1996 to resolve the crisis in the Chechen Republic.

Referring to the call to all Member States made by His Excellency S. Mohammad Khatami, President of the Islamic Republic of Iran, Chairman of the Eighth Islamic Summit for a rapid humanitarian assistance to the people and refugees and displaced people of Chechnya and its readiness to assist in coordination of this effort

Notably, on 23 November 1997, President Yeltsin signed the Decree on measures for ensuring the further peaceful settlement in the Chechen Republic , and the Agreement on principles of cooperation of the sides until the election of the president and parliament of the Chechen Republic .

For the Chechen fighters, he had also supplied 2,900 pairs of steel reinforced anti mine boots.

On 23 November, President Yeltsin issued a decree ordering the withdrawal of the final federal units from Chechnya.

There were continuing additional reports of arbitrary detentions, including by the Chechen Security Service.

The target group of beneficiaries comprised IDPs from Chechnya and the Prigorodny district, as well as refugees from Georgia.

Several allegations concerned cases of persons alleged to have been tortured or ill treated in the context of the conflict in the Chechen Republic.

What we're here to do is to see if we can figure out a way to stop the suffering and the bloodshed in Chechnya.

In the Caucasus, the loss of life through terrorism and civil conflict in Chechnya and Ingushetia was appalling.
